I don't think the braiding itself is the problem. I made the strap out of natural hide strapping, so only one side of the leather is finished - the back side is rough. I do notice that when I pull the sporran around to the side, the belt doesn't exactly slide easily.
Giving the idea a little thought though... If you were to take two different belts made of the same leather - one braided and one not - the braided belt would have less surface area in contact with the kilt, so I would imagine it would rub less.
