Probably need a belt, but you could attend any formal or semi-formal even dressed that way and nobody would accuse you of being under-dressed.
That's a pretty standard "black tie" combination (sans jacket) that Daz is wearing...and I'm sure the jacket is around there somewhere, if I know Daz! ;)
Attending a formal function without a jacket is being under-dressed, though.
