Seems to me that should the wind cause the kilt to lift, there would me more negative talk amongst the crowd as to what was seen, should the wearer not be wearing an undergarment, than the amount of talk there would be should the crowd view a pair of comical boxers. I also highly doubt that the crowd would view the comical boxers, should they be seen, as an indication that the kilt isn't taken seriously by the wearer.
