In the context of the film it was perfectly correct. Firstly Bond was attending a formal meal hosted by a "Baron" and secondly he was supposed to be representing the College of Arms.
You will also notice that he was not wearing a belt (you can see this when he sneaks around after the meal), again perfectly correct as a belt is not worn under a formal jacket.
