I didn't have any problems at Irish or U.S. Customs when I flew in my kilt. I kept the kilt pin in my checked luggage, and just ran the belt and sporran through the x-ray. The buckles of the kilt set off the detector, and they wanded me, and there weren't any issues. I expected it to happen.
