This is a pretty interesting topic. Having Grown up as a member of Troop 33 in Norco, Ca. (yes I achieved the rank Of Eagle Scout) I can only recall seeing a scout in a kilt once. He was an adult leader from a troop from another council (Old Baldy Council I think) and I am certain that it was the McLaren tartan. Having called my Mother and Father before posting here (they are both employed by the BSA) they were able to confirm that there is nothing in the official uniform regulations currently for kilts. However, My father was a scout as well and growing up in Malibu there was a troop that there where all the adult leaders wore the Mclaren tartan. There is the possibility that the McLaren tartan may have been suitable dress for the BSA in the past but was lost due to ever changing policies and revisions of what is acceptable for the scouts.
