That is truely sad, if they are "not going to accept liability" then why do they accept them in the first place? Personally I don't know how far you are from your local post office but I would tell those knotheads that they are never to accept a package with your name on it and tell that dolt of a postman he is to never leave any package there with your name on it at that office unless your there to take it out of his clammy hands. I still think contacting the Postal Inspectors about this would be a good step.
