Balmoral tartan
I wonder if there is a set of rules/guidelines somewhere about who may apply for and gain permission and who makes the decision on the Queen's behalf as she never replies to letters personally. Was the refusal signed by a Lady in Waiting Arlen?
From the STA's article on royal tartans:
[the Balmoral tartan] is worn by HM Queen herself as a skirt and several members of the Royal Family but only with the Queen's permission. The only other approved wearer of the Balmoral Tartan is the Queen's personal piper. The Estate workers and Ghillies wear the Balmoral Tweed.
I would image permission to wear the Balmoral tartan must be earned through service to HM, such as the Queen's personal piper.
