The difference between a Short, Regular, and Long fitting jacket is primarily in the sleeve length. A Short will have sleeves 1" shorter than Regular. A Long will be 1" longer in the sleeves. I don't think that this would have fixed the amount of shirt showing under the jacket.
It is possible that you are wearing the kilt beneath your natural waist. It's hard to tell from the pics, but you look like you could be pretty high waisted. The kilt should rest on the top of your hipbone, which means the top of the kilt should be just below the bottom of your rib cage.
yeah, by that time the kilt had moved from the top of the hipbone, to just hanging onto it...
