Can I assume that you've downloaded the booklet from here? It is known that there is a slight error in the total pleat length in that it something like 5.25" instead of the posted 5.5" (if I recall correctly. I also think the is a layout diagram in the appendix. Looking at this it show 10 3" pleats. This is a sample layout and might be for someone of the designers size.
