I believe the drops of water are to help release the 'nose' or boquet for you wine drinkers. I don't think the relative alcohol content matters.
By the way, I would still call it neat even with the drops of water as they would really not dilute it to any measurable extent. It would become something other than neat if you added ice, a significant amount of water or some other mixer; not that you would ever do such a horrible thing to a fine whisky like Laphroiag.
