I have pretty much resigned myself to the fact that if it is -20f or colder I don't wear my kilt out. I have actually thought of doing the exact same thing... getting a bit of polar fleece material to wrap around underneath my kilt. I just haven't gotten around to it yet.
Also I know a guy who is doing a prototype of a flannel lined kilt, similar to what was offered in the past at Pittsburgh Kilts.
