I hate to say it cross dressing. But wearing a kilt is not cross dressing! Is there any former or current military members out there that can give me advise?

Your command should not have a problem. I work at the US Military Academy, a civilian. A MAJ who is the offficer in charge of the Pipes and Drums here (I am his assistant) often wears a kilt to functions unrelated to the pipe band. Worn properly, there should be no problem in wearing it. You should not be considered a cross-dresser.
That said, I would suggest you go through the chain of command to clarify any lingering doubts you may have about wearing a kilt on off duty time. For what it is worth...there is a US Marine Corps tartan and a US Marine Corps Pipers Association.
