Jacket Conversion in an Afternoon

Actually I think it's a functional pocket---it's called a "ticket pocket" if I recall correctly. I have an ancient suit coat in line to be bob-tailed that has just the same arrangement.

Well, it doesn't show on the original jacket, so I'm assuming that it is just an additional flap. Unless she got WAY ambitious!

It is a functional third pocket that came with the jacket originally (it is hard to see in the first photo as the lighting is bad). Ken is correct that these are called ticket pockets. The F-H.C.A.G. was able to save the lower two pockets without closing them, but they are shallow and best for very small lightweight items. In contrast the "ticket pocket" is quite deep and useful. I keep my keys in it.
