That tie is a bit loud. A trick that I use to "get away with" a loud tie is to wear a waistcoat. Not a PC waistcoat, but one that covers most of the chest. That way, less of the tie is showing, and won't so easily "overpower" the kilt.
As far as the shirt is concerned, the light blue looks a bit out of place. I wouldn't go with white, but that's up to you. I just have a thing against white dress shirts. Try a different color, you might find another shirt/tie combination that works really well.
