You are correct. That is a "shoulder" hunting Pouch. But they are also made to hang from the Belt & can be used as a sporran. ( they can be made what ever size you want.) Here are 2 I made 
We have a MASTER Craftsman on XMTS, ( http://www.xmarksthescot.com/forum/member.php?u=4664 ) who makes Pouches ( Elk hide, Bison etc ) & he made my flat horn.
