I own a PV kilt made of the teflon-coated fiber and I love it... it's durable, washable and lighter so better suited to our warm climate. But... it's not wool and IMHO, if what you're looking for is a traditional 8 yd. kilt, 16 oz. wool is still the best. Also, far more tartans are available in wool than in PV.
Again, I think you'll want to clarify with her exactly which material she'll be using.
