Thus far, it appears that the majority of people do use the loops for their belts. If the main reason to not put your belt through them is history or tradition then the strap/buckles, velcro, elastic, sewn down pleats and casual kilt should all be frowned upon. The kilt has evolved and I see nothing wrong with putting a belt through belt loops.
