My usual problem is that most people don't carry sizes small enough for me. It's like they think men don't have chests smaller than 40. My chest measures right at 36 inches, and I can live with a jacket in size 38. But a 40, which is usually the smallest that most commercial producers make, is way too big.

Sorry to hear that; I'm a big fan of the Ike jacket look, myself:
See, now, it looks GREAT on you! That's almost the perfect look I am going for. Unfortunately, when I put the jacket on me, it just doesn't look like that. Maybe the sizing is to blame. I got one that fits very snugly, and has quite a dramatic 'cut' from waist to shoulders. It really gives me a triangular look (narrow waist, wide shoulders), especially with the shoulder pads, and is quite handsome if I may say so, but I just don't think it looks right with the kilt when I put it on.

I wonder if I should try a slightly larger size that fits more loosely around the chest like yours does, so it looks more casual and less like a uniform.

It's too bad these jackets are so rare that I can't waltz into a local shop and try a bunch of them on.
