Probably the most logical way to go about it would be to calculate VAT, calculate the maximum possible customs/duty to the U.S. you might get dinged with, and choose the lesser of the two.
As for me, living in Japan, having the fabric come from the U.S. or U.K. just makes no difference.
Addendum: Just for the sake of interest, I looked up Japanese tariff tables for woven wool textile fabric originating from the U.K., and I got back a maximum total rate of 22.24% or 368yen/m^2, whichever is greater.
But this is not gospel -- I would have to make some phone calls and do more detailed research to make sure...
