Another misconception, you are confusing the gerrymandered state of Northern Ireland with the ancient province of Ulster - http://en.wikipedia.org/wiki/Ulster .
Cavan, Donegal and Monaghan might have compromised the Protestant ascendancy (too many Catholics there) and were left out.
