Short run weavers
As to PV I don't know, but the only weaver I know that will do short runs of fabric is Dagliesh Mill in Scotland.

DC Dalgleish was the first place I went, but I've had no reply back other than to say 'not sure if we can do that length.' I'll try to contact them again.
