Sorry to hear of your problems and an incorrectly produced kilt is pretty inexcusable. Once the sizes have been given there is no excuse for making it the wrong size.
But please dont tar all Scottish kilt makers with the same brush. I recently needed to have a 16oz kilt made at very short notice. The kilt maker I used phoned the lady who makes the kilts and confirmed that it could be done by the date required. I provided my sizes and when I arrived in Scotland on the date given and the kilt was ready and perfect fit

Don't be tempted to wear it. Contact Lochcarron (email so you have an audit trail), explain the error and ask them to correct your order at their expense. Note the return postage and ask for a refund of that too.
