Sounds to me like he was going to take off whatever he was wearing to be able to jump into that creek, whether it was a kilt, p@nts, a kaftan, or a clown suit. But of course, since it was a kilt they had to play up that angle in the headline to put a little scare into the public about the risk of indecent exposure due to kilt wearing. Like you couldn't achieve the same result by dropping trou. Ridiculous but that is the popular press, feeding on public fears and ignorance. Too bad. For all of us, kilt wearers or other.

Typical press reaction - if it'll 'spice' it up, they'll do anything, including 'twisting' the story to shock/appal/alienate someone.
Haven't bought a newspaper for about 20 years purely because of stuff like this.
And the guy could've been wearing a pink tu-tu, and it wouldn't have raised his IQ by anything.

Police said Shawn Cavanaugh, 39, removed the kilt he was wearing in front of a group of people near Simpson Park and jumped in the Yellow Breeches Creek.
He jumped out of his kilt and into breeches. That boy ain't right.
