    First, welcome from Slovenia !!!

    I don't own any Stillwater kilt, but I made couple of them. When you measure your waist you shouldn't measure too snug. But my experience tells me that I end up with kilt which is a bit bigger then I need it (feel comfortable). I like to wear it more snug. Usually waist measure of kilt is done with strap done in the middle hole, so you have some space to make it snugger or more loose; maybe an inch in each direction.

    So, hard to say, but me personally would go for smaller. But don't blame me afterwards
