I have several canvas and other kilts. I've also used the Downey trick but I air dry all of mine. Wal-mart has a sweater rack (plastic mesh screen and stands about 4 inches off the ground). If I need it fast I just put a fan at ground level on low to circulate the air. I don't use any heat just free flowing air...just like a kilt is made to be worn!
Note: my idea of fast is 24 hours.
Also keep the dog and cats away from the drying kilt. Something of a hammock effect for the animals to sleep on they like I guess.
