About the only time you will find tartan fabric at a local store is when Joann's stocks "schoolgirl skirt" material in the fall. I'm going to PM you about some of that I have on hand that might suit.

Real tartans are not inexpensive but you can sometimes find "fashion tartans" (typically just called plaid) at a reasonable price.

I got a 2 yard hunk of "Catholic School plaid" yesterday. Though it was in the wool section, it is not wool. The only plus to a fabric like this is it's lighter weight, so you could be more voluminous about it, and it's washable. In theory, I could make a 6-8 yard great kilt and still have it be managable with this weight fabric.
I just wanted something to mess around with pleat depth. The 2 off the rack knock offs I have, the pleats aren't nearly deep enough, IMO. Fine because I didn't have to make them ....but if I'm going to go to the effort, I want much deeper pleats.
I fully intend to be able to ride a trials event regimantal in a kilt. Will I ever? That's debatable....but I want to be able to. That's the real behind great kilt vs belt on. The extra fabric will take up where a standard kilt leaves off in the back when bent over....and some volume so spectators standing at the bottom of a small hill don't get more of a view than they intended.

these two have the best graphics for viewing the colors as close to "true" as you can get..

Where to find on a budget? Pendelton Woolen Mills in Washington State. They actually do mill about a dozen different fabrics that are "true" to the clan threadcounts and are about 11oz in weight. The Selvages are not as nicely finished as a tartan you might get from a Scot. Import Shop or kiltmaker (such as myself).

Update:

Wore the Irish tartan yesterday to do a bunch of heavy, dirty work at the new warehouse. First part of moving and inventorying tanks and on the floor, literally hands and knees, marking out where all of the racks are to go.
It's too big, and hangs more like at my hips. Makes for a long kilt, to be sure, but the length helps when squatting, etc, etc, etc.
If I really suck in my gut, I'm pretty sure the waist will end up 'round my ankles. It's ok, though....like a comfy pair of "sweats" kilt.

The cool thing, I didn't spend all day adjusting. Doing the lift and squat etc, in pants, there is a lot of adjusting from one position to another so you don't split yerself in half and such. Add the bionic leg that tends to get hung up on the inside of pants legs.
I really enjoyed being able to work without all the extra hassle. It was a warm day, made even warmer by work....into a chilly evening. From one to the other, I was comfortable and able to work without worrying about flashing our new industrial neighbors.

The nice thing, at the end of the day, I gave it a good couple robust shakes....out came most of the dust and dirt.....just like a pair of work pants.
It passed the test. It's not a skirt, that's for sure.

Gets an A++ for blue collar applications.
