That's the California State tartan..modern colors.

Thought that was it, as I have a kilt in it myself -- a 5-yard wool 16-ouncer from USAK.

I haven't looked at this thread for a couple of days and regret it now, it's turned to pure gold the last two or three pages!

The wee lass has shown up before. She's my sweetheart/granddaughter, Maddie. She's been in ever parade since birth, and we're already planning this year's parade. And Weathered Ulster was made by Barb Tewskberry, and well made, I must say.
