Kilts MUST be hung, not kept rolled! The plastic suit bag is an excellent idea too, Phil. I have one for every kilt. If they are longer bags, I cut the bottoms off so that they are just a few inches longer than the kilts they cover - this allows the air to circulate. An individual bag for each kilt also helps to prevent the pleats from getting caught in the kilt next to it in the wardrobe, and keeps them hanging straight.
There are several different types of kilt-carrier on the market, and most of these are intended for transporting an individual kilt (with accessories) - not for storing them!
