tailcoat?
I've been looking arouns some and started looking at tuxedo tailcoats. Seems to me that a bit of alteration to the tails and changing the buttons would make it an excellent and relatively inexpensive formal kilt jacket. Maybe add the tabs to the sleeves even if you want to get flashy. I've noticed some for sale on ebay and they don't seem to cost very much.

See Thompson's "So you're going to wear the kilt" for a pattern on how to cut down a tail-coat to a kilt jacket for formal wear.
Most rental places have used ones that they get rid of on occasion -- my first formal jacket was a converted tail coat a la Thompson.
