Remember that military kilt are worn higher. You seem to be at the right spot but is it at the bottom of the ribs?

Yep...if not covering my floting ribs.
I think fella's who are...ahem...shorter in stature can't afford to wear their kilts too long...but that is just my inexperienced opinion.

No worries, mate! Enjoy the kilt. You'll get it altered when you are able and it will be a piece of history to treasure.

    Yours aye,

Here's another question: Are both the outter and under apron edges shaped the same way?

You are not short I can see in the pictures that your feet reach the ground.

"It might work better if you take the bottom buckle & strap completely off the kilt and just use the top one."

I think that is what will eventually happen.
This kilt only has the two outside straps with no strap on the under apron...only a piece of velcro that was added at some point. I have an old 1948 Gordon Highlander kilt that only had the two outer buckles. I had one of the buckles and straps moved to the the opposite side so I didn't have to worry about the under apron sagging down.

So far no one has responded to your main question regarding the apron buckling on the left rather than the right side. That is probably not common. Other thoughts?

Is there a button hole (strap hole) on the left side of the kilt near where the straps are?

No there isn't and I don't see any previous evidence of there being one. Usually, you could see where there was a repair made on the inside of a kilt if a button hole was sewn up or moved, but nothing obvious is jumping out at me. There is juust the two straps on the outside apron.
