Maybe - no room to pack everything, so he wore the extras,
or doing for a bet,
or a dare,
or the poor man was suffering from a terminal case of wierdosity. We should send sympathy cards.

My thoughts exactly. Now that airlines charge for checked luggage, I try to wear my extra clothing rather than pack it.
The bra hat sometimes gets a double take...

In the SyFy channel mini-series "Tin Man", a group of rebels are wearing the same get-up. Looked pretty silly there, too. BTW, "Tin Man" is a much darker, interesting twist on "The Wizard of Oz".

He may have just bought the Utilikilt. Their sales crew has the
prospect put the kilt on over their pantz, then drop trou to feel the
FREEDOM. Maybe he bought the kilt and pulled his pantz back up for
the walk home.
Course...umm....the key word in the original post IS "Seattle."

Hard to say why both . Could be weather , could be he didn't want to shove it in his backpack .
