    Bind off (so it doesn't un-knit) the end of the tube and then flatten it. Get a tapestry needle (large, smooth metal or plastic with a big eye) and thread it with your yarn or contrast color. Sew a series of big loops along the end of the tube -- I use a piece of cardboard to keep the loops from drawing closed as I go. Just leave the yarn loose at each end. Slip a scissors into the loops and cut them, so now you have a series of short pieces of yarn centered on the end of the tube. Tie each piece of yarn in a single or double knot to keep it attached to the tube. Trim your fringe evenly.

    Not quite what you suggested, but you gave me the courage to try some things. What I did was pulled the tube open enough that I could roll some of the end back into the tube, then square it off a bit then stuff the "ball" of the tassel I had already made into the opening. After flattening it again, some smoothing and squaring, I sewed of the end. The result has a kind of mushroom shape that may seem odd, but not bad. Now I need to work on the length, because this one was about 3-4 inches too long.
