It's possible that it might just be the way it was put on the mannequin for display. Here is the same kilt shown hanging with others in the Duke of Windsor's closet:

It appears to me to have (in the original pic on the mannequin) a definite edge to the apron on the right side (facing the kilt) where the kilt in the closet hanging is definitely centered on the apron.
What has me curious about the closet pic is the lack of waistband on the kilts. I would love to see (and examine up close) the back of the kilts to see how the pleated section was handled at the waistband. It looks to have a satin waistband that tapers down in the front (and you can see it on the grey kilt BEHIND the royal stewart kilt on the right side of the closet).
