While they do look like pakistani knock-off pipes (referred to as a BSO Bagpipe Shaped Object) there were some improted from Pakistan that actually weren't bad. The drones were alright and the bags were decent. They're definately worth a look since you already have them. If someone took the time and money to tie in a new bag, these may indeed be one of the realtively rare playable sets that made their way out of Pakistan.
Go to a hardware store and buy four rubber corks, three for the drones and one for the chanter. Install the blowstick and check for leaks, per Tulloch's instruction. Next step is to get a practice chanter and learn basic scales and arpeggios. Then tackle drones and tuning. That'll keep you busy for a year or two!
