I need some input/advice
I will be going to a Christmas party this weekend. I want to go kilted. but i dont have a jacket to go with the kilt. Is it ok to go in in a tie and a vest? The clothing that is worn to the event go from jeans and a dress shirt to tux. It is going to be in San Francisco at some big museum. So i guess im asking can i get away with just a vest and not a jacket?

If people are getting away with jeans, then I would say a vest and tie is a safe bet. Even a nice sweater and tie, if you have one.

I agree with Llama - you are aiming for the middle of the fashion spectrum.

Okay....what you might try....this is a possibility, not a certainty....is checking out an H&M or, if there's one in San Francisco, a TopShop. Reason why is that they both seem to carry jackets that are cut more like a kilt jacket and less like what we commonly refer to here as a "Saxon" jacket. A lot depends on your sense of style, your build (if you're average to slim, you're in business as they don't seem to carry jacket sizes larger than maybe 46) and what they have on hand. Note that H&M is cheaper, TopShop is pricier. A quick look at their respective websites will show what I'm talkin' about...some jackets are cut with the hem shorter than the sleeves...approximating the kilt jacket look and I know that they really aren't proper kilt jackets but sometimes you'll find something that works. Since it's a museum thing AND in SF, I figger you have some leeway and might go with a more contemporary/less tweedy-trad look.

By "dress shirt," I assume you mean "business shirt," not a dress shirt to go with black or white tie? With the jeans in the mix, I don't imagine that you actually mean a "dress shirt." In that case, the sweater option is just fine.

I would go with the V neck sweater and tie option myself. Unless it is weather related (too hot), I tend to think a vest without a jacket looks incomplete. If you get to the city in plenty of time before your event, there is a William Glen store that usually carries a selection of Lovat (blue or green, )tweed Argyle jackets. They frequently have a small rack of them on sale at a around $100 per jacket if that is an option for you.
Regardless of your choice, have a great time!
