Does this kilt Prohibition has something to do with the Enlgish?

If you didn't bring up the topic, I would assume that Tour Guide would free or encouraged to be kilted while at work.

    The English...

Does this kilt Prohibition has something to do with the English?
More likely some snobby Scot who doesn't like tartan, etc. There are some Scots who don't like the symbolism of the tartan, kilts, etc. -- No one here, obviously.

"Historic Scotland had previously ruled out kilts as part of the staff uniform, citing them as too costly"

Maybe their original reasoning is more Scottish than
    we thought.
