    Waistcoat/vest should cover the area your belt normally would, hence the reason not to wear a belt with your waistcoat.
    Too much lower than this and you get the waiscoat hanging over the top of your sporran

    your kilt should be at your navel, the Waist coat should be 2-3 inches below the top of the Kilt.

    That's an awfully low slung kilt if it is at your navel. Two or three inches above the navel is a better place. Older kilts may even be higher.

    The navel isn't the best point of reference. There is a great deal of variance among individuals as to where the navel is located relative to the natural waist. A more reliable reference point is the top of the pelvic bones at the hips. A kilt should be worn perhaps 3-5" above that point - rarely below the navel, to be sure, but not jammed up against the bottom ribs either.
