When my daughter was much younger, I made a couple of "kilts" for her simply by stitching pleats into a couple of tartan scarves and strapping them around her with a belt (over a custom onesie or T-shirt, usually). The result was cute and very cost-effective. Once she'd outgrown them, I removed the stitching from the pleats and reclaimed my scarves.
