There does seem to be a sort of tentative arrangement between some individual members of the Standing Council and COSCA, although this is not a formal thing for the Council itself. The problem of understanding the nature of "clan" brought up by Downunderkilt is further emphasised by COSCA membership of some so-called "clans" not recognised as such in Scotland. That's what Steve was referring to. The Standing Council of Scottish Chiefs is very clear on who its members are and what qualifies them for membership.
Bren, I doubt there is much monetary gain for any of the individuals Steve referred to, but there is definitely self-agrandisement and fraud in a personal sense since the claims are as chiefs of clans that don't exist.
