First I would like to say that unless you are part of a band, military organization or a group that tells you how to dress, a kilt is a piece of clothes and how you wear it is up to you. If you like the look of your tweed jacket wear it, the longer skirt of a jacket cut for pants may interfere with the swish of the pleats, but, most people will not know, those in the know will not tell you that you are wrong, those that tell you that is is "wrong" are not worth listening to.
Now having said that, we all have looks that we like, and there is no reason not to express our feelings. Peasant shirt and leather vest should look fine. Depending on the style of vest any shirt should look good.
