USA Kilts (see banner advertisement above the top left of the first post) has casual kilts for $99.99 with a 6 to 8 week delivery time. There are many choices of Polyvicose (PV) tartans, including the German Heritage which was designed by Rocky himself. The tartan incorporates the colors of the German Flag, red, black and gold.
I was fortunate enough to contact Rocky at an opportune time and have the first kilt made from the original sample weave he submitted to get the tartan registered. It is a beautiful tartan.

I suggest this is your best bet for getting a good casual tartan at a very reasonable price.

I second the "Buy the German Heritage in PV from Rocky" rather than make a kilt. It will reduce the financial and time investment and if the wearer decides they like having a kilt then they can go on from there.

May you relax and kilt on.
