As far as your "loose kilt" is concerned, you can as suggested move the buckles. The problem with this, depending on the size of the sett is that you may end up with the front apron becoming asymmetric, which doesn't look too good. I'd recommend finding a local kiltmaker who can do the job properly - I had one done here (yes, we do have a local kiltmaker in QLD!), $88 Australian, and really first class work.
