Actualy I'm convinced it does, as if the cloth stays "vertical" the wind doesn't tend to lift it up because it has low profile this way, but as soon as it begins to get more horizontal, it is not low profile any more and easily gets up...

Just my experience from the "return-to-the-car" half-hour after losing the kilt pin...

Hmm. My sporrans take care of that quite handily, and I almost never wear a kilt pin (though admittedly all but one of my kilts are of heavyweight tartan):





I just let the wind blow where it listeth.
