Assuming that we are talking male kilt attire here, then both of those options are just as hard on the eye.

Although there have been mini kilts around since the 60s, the traditional length for a woman's kilt is 27 inches - that is half the width of the 54 inch fabric which is how many if not all, all wool fabrics are still woven.

There are still old films shown on TV, antique knitting patterns or in books of reprints, romance novel dust covers and the like where you see women in kilts which are a couple of inches below the knee.

Of course people are taller these days, so a 27inch kilt will be shorter in proportion for most women.

I went to see the Tannahill Weavers, a really great show with new and old music. I went kilted to the concert. My sgian dubh drew more comment from the concert goers than my tartan.
After the concert the lead of the band commented that it was great to see a kilt worn at the right length...3 fingers above the knee. Who knows what is right length. I know that at least one other person agrees with me.

From a male perspective, for a woman a lot depends on body and leg shape. Great body and long shapely legs it would be hard to argue with any length, however short. For most mid knee to 3-4 inches above, depending on leg length. Ugly knees - mid calf tartan skirt.

I was recently watching a TV program on which most of the women were wearing short to very skirts or dresses and commented to my wife that it must have been the lighting which made their knees look so awful. Then there appeared one whose knees looked really nice. Enough said, maybe the lights didn't help but I would have sacked most of the dressers.
If you are going to do it, do it in a kilt!

That said, most men should wear long kilts! Seriously I do enjoy seeing knees, man or woman.

. Yes, I thought about that when I wrote it and wondered if anyone would mention it. However it is not so noticeable when it is not accompanied by long exposed shapely legs! Hose cover a multitude of sins, so to speak.
If you are going to do it, do it in a kilt!
