There is nothing to stop you using a bunch of small and legal feathers in that manner. However I think care and descretion is required as it is easy to overdo these things.

Yeah, I agree about not overdoing these things. I have hackles and turkey body feathers in all colors. Oh wait, I just remembered, I also have a few Scarlet Maccaw tail feathers...a nice blue and about 18" long. THAT would stir up some excitement at the next Highland games, LOL!

This suggestion flies in the face of both Scottish tradition and US law. The irony is palpable.
I am both a comissioner and an armiger (albeit not from Scotland yet, but supported/recognized by my chief) and haven't worn a feather yet.
My circumstance as well (although I have no intention of ever petitioning the Lyon Court). I would not wear a feather unless directed to do so by my Chief - which is highly unlikely.

Satin or grosgrain ribbon is a much less controversial choice of material.

..... ok David...I am going to go out on a limb here but I am sure that COSCA didn't mean REAL EAGLE feathers. They meant as a mark of rank in a society, again if the society supports it. 
Again, back to the first point...can a feather be worn behind a Clan Crest.

No, you may wear a real feather behind your clan badge if you so choose.

An armiger has two options when it comes to the badge worn on his bonnet. He may wear his own badge, with or without an attached metal feather, or he may wear an ordinary clan badge. What he should not do is affix a small metal feather to the clan badge, although he may, when appropriate, wear an actual feather behind either the clan badge or his personal crest badge.
