I don't think it is fair to say that he was disqualified for "wearing a kilt". He was disqualified for being over the weight limit, and could have resolved the problem by allowing himself to be weighed without it. I've heard of people being asked to remove shorts for the same reason.

According to the article they compete in kilts so it sounds like unless he changed into something lighter he couldn't compete.
