If you are friendly enough with your local Cutco representative you might be able to lay hands on a miniature K-bar. I think its Riverkilt around here that has one, maybe others too. Small enough to wear in your hose as a sgian, tough as nails.
Custom sheaths are easy once you have the knife.

I have one of the mini Kabars. They are actually letter openers. They are not designed or sold as actual working blades. I can put an edge on it but it will only last opening one or two boxes when they arrive at the shop.
The steel in the original Kabar is actually quite soft so it can be sharpened in the field easily and quickly. I have the one issued to my father in WWII and the one issued to me in Viet-Nam. Both are good for what they were designed for but not up to the standards of today's civilian working knives.

Given that what you're needing is a utility knife, I'm not sure I'd go with something like a sgian dubh, as sgians generally provide no protection for the fingers in the event of slippage. You might consider something like this if something like the Cold Steel Secret Edge or Braveheart doesn't fit the bill (both of which are very grippy):

This knife is available with a 4" or 5.5" blade, is sharp, holds an edge well and is inexpensive. I carry one attached to a pocket on the back of my book bag daily for my commute via public transport and have been well pleased with it.

EDIT: Given that you're a Texan, you'll want to avoid a double-edged blade, lest you run into difficulty with local law enforcement!

I've got a Gerber Mark I that's a fine EDC fixed blade back up. Haven't tried wearing it with Highland hose/stockings. It's slightly larger than any sgian dubh I've seen.

MAJMike, I've got a Mark I also, good boot knife but a little big for stocking stuffer - tighten those garters if you try it.
