It was more question of the fur it was made from, I suspect the seller may have had some issues in the past shipping some exotic skins across the border and may be flagged with the customs agency. Mine was only a beaver skin, I suspect rather than having a expert on staff to identify furs it's easier to reject them where documentation doesn't appear to support it.

US Fish & Wildlife regulate all trade in "Wild" or "Game" animals. Even if it is not a protected specie they are supposed to inspect it. If it was caught at customs and delivered to USF&W then it would certainly explain the delay. The license for Commercially importing or exporting 'game' is $100/yr. There is an inspection fee as well. So even though beaver is a legal fur to ship, it is illegal to ship it without an inspection.

This does not apply to farmed/domesticated animals. (Goat/pig/cow/horse)
