I was browsing around on the Outlander Facebook page and found this image. This may show my lack of general knowledge, but what is the outer/2nd layer of his kilt called? I really like that style and have though about making a DIY outer layer for my kilts.
I may be wrong, but are they pockets? I just thought to look it up on 21 century kilts and it looks like they sew the pockets to match.
To my eye on a close up of the image, it looks like they are tartan extensions to the waistcoat, not part of the kilt. YMMV.

That's what it looks like to me too, although it could just be an optical illusion because the split at the bottom of the waistcoat matches the angle of the extraneous tartan pieces.
Whatever it is, it just looks weird.

I've spent all day researching and I couldn't find any links that indicated that the umbrella he is holding in this picture is a traditional kilt umbrella? Can someone help me to confirm or deny this?

I believe that umbrella must have followed our heroine thru the rift in the space/time continuum.

I'd guess it is based on a ancient Cameron design... but the colors sure are modern.

I know the books are really good, I'm on the third one right now. I love shows like this. I know that the show won't be as good as the book nut I'm really looking forward to it.

The Wizard of BC meets Claire and Jamie....
Steve may have his own Tardis, or maybe he found some Standing Stones in Victoria, but he got to meet Claire and Jamie Fraser from Outlander fame. I think he was more smitten with Claire:
Diana Gabaldon, the author of the Outlander books and the consultant on the upcoming series, was in Victoria last evening promoting her new book and answering questions about the upcoming series. Steve was quite brave to attend in his kilt, given the number of women there. No kilt checks (I don't think), but some very interesting conversations.
